Second Annual Parks Conference on Public-Private Partnerships

In partnership with the National Forest Recreation Association (NFRA), we will be hosting a half-day national conference in Reno, NV on November 7, 2012 at 8:00 AM.  The conference’s full title is “Keeping State and County Parks Open — Implementing Public-Private Partnerships in Recreation.”  The conference will be at a great venue, the Silver Legacy Resort, and we have focused on keeping costs low:  registration costs just $100, which includes attendance at a joint reception with the NFRA, and rooms are available for as low as $49 per night.

This conference is aimed at elected officials and public agencies who are interested in the use of private companies to operate public parks, campgrounds, and recreation areas.  By holding this conference at the same time and locations as the NFRA conference, we are able to take advantage of the resources of the US Forest Service, which has thirty years of experience operating over a thousand parks and recreation areas nationwide using this public-private model.

Topics will include:

  • History of recreation PPP’s, including current examples you may contact or visit
  • Case studies from the US Forest Service, the world’s largest user of recreation PPP’s, as well as recent initiatives by California State Parks.
  • Advantages of recreation PPP’s, and pitfalls to be avoided
  • Typical division of responsibilities between the public and private partners in these contracts
  • Best practice contract structure and contracting process
  • Supporting legislation and relationships between agencies

The schedule will be roughly as follows:

  • 8:00 am – Welcome and Introduction – Warren Meyer
  • 8:15-9:00 – Overview of PPP’s in Public Recreation – Warren Meyer
  • 9:00-9:45 – US Forest Service (USFS) Program History and Description – Eric Mart
  • 9:45-10:15 – Break
  • 10:15-11:00 – California State Parks Initiative – Steve Werner
  • 11:00-11:45 – Q&A with Practitioners – Hern Crane, recreation officer on Inyo National Forest, and others
  • 11:45-12:00 – Wrap up

Attendees are welcome to join the NFRA main session in the afternnon to see their keynote address on trends in recreation and tourism as well as a series of panel discussions on partnership in the US Forest Service recreation program.  At 5:00 there will be a joint reception and networking opportunity for all attendees.

Much of the material in this conference has been presented in private sessions with state park agencies in states including California, Arizona, and Utah and with elected officials in states including Pennsylvania, New York, and New Jersey.   Co-locating this conference with the NFRA gives us the opportunity to have some of the most experienced recreation managers in the country presenting this material.
